Mission.
The Orthotic and Prosthetic Alliance (O&P Alliance) is a coalition of the leading national organizations representing the orthotic and prosthetic profession. The four groups that comprise the O&P Alliance include: the American Academy of Orthotists and Prosthetists (AAOP); the American Board for Certification in Orthotics, Prosthetics & Pedorthics (ABC); the American Orthotic & Prosthetic Association (AOPA); and, the National Association for the Advancement of Orthotics and Prosthetics (NAAOP). Together, the O&P Alliance represents the scientific, research, professional, business, and quality improvement aspects of the O&P field. The O&P Alliance advocates for state and federal policy that improve the practice of O&P and quality of services provided to patients who require these health care services.

2026 Priorities
Tier 1 Priorities

Securing O&P outcomes research funding under the Department of Defense in FY 2027 both through the CDMRP peer reviewed and a separate earmark

Support appropriations request, as well as funding for the LLRC

Enactment of the Medicare O&P Patient-Centered Care Act, H.R. 4475 and S. 2329, specifically provisions to, in order of priority:

The exemption of certified or licensed O&P professionals from the off-the-shelf orthotics Competitive Bidding Program (“CBP”)
-
Impose a ban on drop shipping to patients’ homes of custom fit and fabricated orthoses and prostheses to help fight Medicare fraud and abuse
-
Eliminate the Reasonable Useful Lifetime (“RUL”) of custom orthoses comparable to the treatment of prostheses, to improve access to patient care and eliminate same or similar denials

Limiting the scope of future rounds of competitive bidding of off-the-shelf orthotics, and opposing the Remote Item Delivery (“RID”) system for inappropriate off-the-shelf orthoses

Implementation of BIPA Section 427 through a regulatory or sub-regulatory approach – potentially though individual NPI’s

Oppose DOE proposed reclassification of Professional versus Graduate degrees, resulting in dramatic caps in student loans for O&P professional education which could seriously impact the O&P workforce

Evaluating future structural reforms at the Veterans Health Administration to ensure veteran access to quality O&P community providers, including support for the Veterans SPORT Act, H.R. 1971; S. 3138

Supporting So Every BODY Can Move legislation at both the state and federal level
Tier 2 Priorities

Upper limb prosthetic coding initiative: Continue to work with the Academy’s Upper Limb Prosthetics Society to improve coding, coverage, and payment of contemporary upper limb prostheses

Solidify recognition of prosthetist/orthotist notes in Medicare patients’ records to demonstrate medical necessity

Continue efforts to improve access to bone-anchored prosthetic technologies

Explore federal regulatory and legislation options to improve coverage of custom prosthetic breast forms for Medicare beneficiaries post-mastectomy
